New Government System

Current Government System Problems:

There are lot of Government problems that we have faced from a lot of decades. I am lisiting a few of them which I think are the most important:

1. Uneducated Politicians:

The current system of government has most of the politicians including the national assembly as well as the provincial assemblies are not highly educated. Some have got education while they are in the jail and some remain exiled for years that are the criteria for their education and political experience.

2. Feudal and Sarmayadarana Nizam:
We have feudal system right from the Independence Day and that’s why Quaid-i-Azam has said: I have “Khootay Sikkay” in my pocket. Those Khootay Sikkay are the feudal lords which are part of the government at that time which have piles of wealth and property in their hands which they got during the British rule for their services for the British.

3. Lack of Political Experience:
The current political system from start of independence involves people having very less political experience. They have experience of how to loot the money of the people of Pakistan. This practice was at its highest in the current government.

Not talking about the few early leaders like Quaid-i-Azam Muhammad Ali Jinnah and Liaqat Ali Khan.

4. Democracy is Illusion:
The current democratic system is only an illusion for the people that they are in power instead the foreigners and their policies have been implemented as we have their right hands in the form of our politicians and for a small amount of money they have sold out them.

5. Lack of Political Patience:

There is lack of patience among the political leaders and they don’t even think of the national interests when they are opposing the other leader thoughts. This has highly damaged our system.

6. What does ELECTION stands For:

Do we people know what happens in election? Let me tell you. Each political party invest 50 crore of funds during election campaign so how do we people hope that after such a huge investment they will go for the solving the problems of the people instead they cash out their high investment and when they recover their original investment they have to earn profit along with interest like in bank so how this system can change out lives for many years to come.

7. No Leadership for Future:

The current political system is not creating leaders for the future. The reason is that the current system has no leaders which can teach the new politicians. Current leaders are coming from Single Family which is a hurdle in new leadership talent.

8. Lack of Experienced Peoples for Ministries in Parties:
The system does not elect the people on the basis of the education qualifications nor on the moral grounds that’s why the party which came in power do not have enough people to run the ministries which needs high intellect and experience to run them otherwise corruption flourish very high because the subordinates get the chance to misguide the minister easily.

9. Manshoor of Parties is Fake:
Every party take part in election with their Manshoor but we have seen that after they came in power they react against it even they throw the promises they have done to the people dustbin the reason is they don’t consider any moral values.

New Government Reforms:

According to the current situation in the country I have designed a plan which is not only beneficial for the country, for the people of Pakistan but also is the real solution to all the problems we have faced from the start of independence in 1947.

1. Dissolve the Current Government:
Supreme Court of Pakistan and the Army have to take an action against the current government system and they should come up with the Bangladesh Model for Next Five Years. Honest and highly experienced and professional people should be selected for the Five Years which will work under the supervision of army, judiciary and the media. If any person was found involved in any illegal activity or corruption new person should be selected for the post.

2. Ban On Political Parties:
There are few reasons that I want to tell what the need of this in our new system:

• Pakistan movement was lead by a single political party which is Muslim League and they have a single goal in their mind and that is Pakistan. They have achieved it under the strong leadership of Quaid-i-Azam Muhammad Ali Jinnah.

• After independence in 1947 we have a strong hold of Feudal Land Lords in the government and because of which Quaid-i-Azam has said: I have “Khootay Sikkay” in my pocket. Which he is pointing to these people who he knows that they will damage the country the most?

• With the passage of time a number of political parties came into being which led to division of peoples and division of public thought which has damaged our country the most. Today if we think honestly we don’t even know which party is better to vote them.

• Today we have divided our nation based on political basis, some times on a single issue base like Kala Bagh Dam. There were divisions within a single family just based on political parties groupings people have adopted.

• We have seen many political cases which were made against the opposition parties which were mostly baseless and they have very much wasted the judiciary time. Judiciary got involved in the political disputes and the major work they have to perform was to give justice to the ordinary people was left behind which caused insecurity to the people and they get more involved in immoral activities.

• Religious Political Parties should also be banned because they are responsible for the extremism and sectarian disputes which have damaged the law and order of the state but also damaged the nation’s image in the world.

• No political party came with the strong home work and they have no idea of what they have to do after coming into power because they only came to power to enjoy the benefits under the government and loot the money of the tax payers of the country.

• Business mans and Feudal Lords gets involved in politics which has caused the businesses not to flourish and thus not creating enough job opportunities for the nation’s work force. If they only remain in business they will pay more attention to it and thus businesses gets flourish. In the same way if feudal lords use the modern agricultural methods to get more and more from the lands they can cultivate the barren lands also which will benefit the country too much.

• If we don’t have the political disturbance because of political parties and the feudal lords don’t oppose the bigger national programs one example is Kala Bagh Dam.

3. How to run the Government System Then?
Now I will discuss how our new Government System will work. Keep in mind that we have no political parties in the country in our new System and we have no political disturbance in the country on political basis:

a. No Elections:
The new system of government will work without having elections in the country which will lessen the election costs and no election disturbance in the country.

b. Government Selection System (GSS):

This is the most important part of the new system how we will run the government. The answer is highly educated and professional people from grass root level having at least 16 to 18 years of education will be selected from each province just like the provincial and national assemblies. The selection of those people will be made through a New System of Selection called “Government Selection System” or GSS. This selection system will be based on the CSS or ISSB army selection procedure but the GSS will be stricter and will take care that the selections will be made of those personals which are highly professional, morally strong, loyal, honest, kind hearted and have high end leader ship qualities. They will be given further education of 1-2 years which help them to be well versed with the international and national affairs and have the ability to run the government. During the training period they will be given pay from the government fund.

c. Government Training System (GTS):
For the training of the selected persons Pakistan Military Academy can be used or high class Universities of Pakistan till the development of Pakistan Government Academy which will fulfill the training needs of these persons.

d. Government Formation System (GFS):
The Bangladesh Model government will work for 5 years and then the command of the government will be hand over to the people selected through GSS system. They will be given more benefits during the time they will serve the nation but they have less expense then the current expenses we have been doing on current government because they have been selected for the nation service. After they complete the GSS training time period they will be tested through a new Government Formation System which will select them on the basis of their educational back grounds like finance, foreign affairs, internal affairs etc.

e. Government Setup:
Prime Minister, President and Ministers will be selected on the basis of Government Formation System which will select them on the basis of the qualities they possess. No voting system is allowed in any case for the selection.

In this manner the National Assemblies and Provincial Assemblies governments will be formed.

Selection of Senate members will also be made on the basis of merit.

f. Reserved Government Force (RGF):
A considerable number of persons will be reserved among the personals not selected for the government seats. They will work as think tanks for the government and will look after the government functioning and will safe guard the national interests as well as keep on working along with government and made policies and design new projects which they will forward to the government which will get guidance from them.

Benefits of New Government Reforms:

I am using the term Savior Government for the Government that will be formed under New Government System. As these will be the Savior of Pakistan and the people of Pakistan.

a. No Corruption:
The new Savior Government personals will be directly under the media and judiciary control. If any corruption or illegal use of powers will be reported by the media then courts will verify it and if the person is found guilty then he will be given notice for resign. There will be no option other then resignation that will be allowed. The vacant seat will be filled up by selecting new person from the Reserved Saviors Government Officials. The selection of the resigned person will not be allowed in future. Thus no elections or delay process is involved in replacement. Hence corruption will get eradicated because there will high accountability.

b. No Political Divisions:
The Savior Government will have no political divisions because they are not part of political system. In the same way at the ordinary public level there will be no political divisions among the people hence there will be peace and harmony in the country which makes economy to flourish.

c. Economy Flourish:

There will be no corruption and the Savior Government are highly professional and have given proper educational training which makes them morally strong and loyal to the country which will make economy to flourish due to their hard work.

The business man will go back to there businesses which are currently in government and will give more time to their business hence businesses will flourish and new employment opportunities will be created.

The feudal in the Government go back to their lands and use modern ways of agriculture which makes country agriculturally strong as they have no option other then this to earn there livelihood with hard work. No illegal means will be allowed like they have in current Government.

d. Peace and Stability:

There will be no political divisions and no religious divisions also as the Religious parties are also banned. Hence it helps in eradicating terrorism on bigger level and people mind will move to construction and not destruction of the country.

e. National Projects:

All the savior government personals will be highly professional and highly educated and loyal to the country with no political divisions. They will talk on the National Projects with valid reasons and hence a consensus will develop for the big National Projects. There will be no opposition from the people because they have no political divisions. One national project will be Kala Bagh Dam which can easily be built through this system.

f. Free Foreign Policies:

The new Savior Government personals will be free of foreign intervention and will have no fear of those foreign powers because they will know that we have strong highly professional people as Reserve Savior Government Force which will also work with same dedication so the individual dependence will be eradicated. The foreign powers will also know that we are no dependent of individual leadership and have strong army of loyal personals to run the country. The Reserved Personals of the Savior Government will make foreign policy collectively after discussions and will forward them to the Government to implement them. Hence our Foreign policy will get stronger.

g. Use of National Wealth:
The current Government is under high corruption and National Wealth is going to the foreign accounts which cause high inflation and we have to get high loans to run the economy. The Savior Government people are loyal and fully educated and from the grass root level. They are under highly accountable process and there will be no chance of National Wealth looting. Therefore National Wealth will circulate in the country which will make economy to build up in short time and we will be free of loans.

h. High Tax Collection:
When the people are sure enough that their money will be used for the benefit of the country they will pay there tax without any hesitation. Hence the tax collection rate will automatically increase which can be used for the national projects as well as for the betterment of the people. There will be enough funds for Education, Health and Security.

i. Continuity of Policies:
The new Savior Government will make projects which could not be changed unless a consensus should be developed on the National Level to change some policy of the old Savior Government Term. The policies have been made by Savior Government highly professional personals therefore there will be fewer chances of any changes by the future governments. Hence continuity of policies will stabilize the economy and the economy will flourish at high rate.

j. No Marshal Law:

A law should be passed that the Marshal Law will not be imposed in any emergency condition except fewer conditions which can be formalized through discussion.

k. No Individual Dependence:

The new Savior Government will not depend upon any particular leaders. All the Savior Government personals are highly professional and loyal to the country. Any person that will come will be a leader therefore single individual dependence will get eradicated.

l. End of Feudal System:

Agricultural Reforms can be implemented which can eradicate Feudal System entirely. However when the Feudal people don’t have government seats then they will be ended up automatically with passage of time through family divisions.

m. Foreign Investment:

The countries having peace and stability the foreign investments will automatically come in the country which creates huge job opportunities and the skill level of our work force gets better. The new System brings peace and stability in the country hence the foreign investors will automatically come and we don’t have to run after them.

Conclusion:

I want to request the Supreme Court and the Army to start this new system of Savior Government and Insha Allah Pakistan will rise within 10 years as Emerging Economy of the World and a New Shining Pakistan will emerge.
